Perhaps the commanders, and heads of State, should be held responsible for this act. It makes no sense to put unarmed persons in the middle of a war zone, next to terrorists who wish to bring Israeli fire on them in order to gain in the political war. There is a solution. Arm the observers against the terrorists, and make them to be peacemakers, rather than observers.
