Agree with Thomas. Altought human trafficking is a serious international problem and we should demand that the authorities take the proper actions to make it as hard as possible also here in Finland, US rhetorics of defending the HRs world wide just make me want to puke. If the criticism would come from, say, the EU or the UN, it would be so much more credible. The country that habitually starts illegal wars and kills tens of thousands civilians under false pretext is just not the right party make this kind of criticism on countries that follow international laws sometimes even too much to the letter.

The problem with the Finnish policy is/was that this is a new phenomenon, and the officials and the law were unprepared. In the Soviet age, this didn’t much happen. The instruments the law provided were geared towards minor offenders of Finnish nationality.

How could anyone know what portion of sex workers are “owned”? Traffickers make profits simply by charging fees for certain services. The majority of Eastern European sex workers in Finland might easily consider themselves independent operators, yet would willingly pay traffickers their “transit” fees, and whatnot.

Commenting the comment above: the report is about women who are sold against their will and exploited in the sex industry. Yes, there is prostitution in Finland and yes, some of it is “owned” by criminals, but not all of it. Purchasing sex is not illegal in this country.
